Is that they spent +/- a billion dollars to move +/- 400,000 votes in Indiana and NC. However that is a generous read to Rove's benefit, as most polling indicates that nearly all of those votes had moved before they spent the money. A slightly better read would be that they moved 6 million votes nationally, however it would have taken closer to 10 million to do the job.
