Not one link to actual information about the Service Industry Tip Compliance Agreement (SITCA) program, just more links to Fox articles. Talk about a walled garden!

From a quick scan, it looks as if this proposed program has more to do with ensuring employers stop withholding tips from their employees. I could be wrong. Correct me if I am.
