56. Judge Rice has too much integrity to give plaintiffs relief beyond what is necessary

Kacsmaryk doesn't have that restraint. Nationwide injunctions aren't the norm because they are becoming the norm. If a Court determines there is a need for immediate relief, it would more likely will just give make that relief specific to the plaintiffs and not beyond that.
