Change the EPA to emphasize the middle word: "PROTECTION."

Then give it FBI-like authority to do just that. I mean subpoenas, guns and handcuffs. We don't need MORE bureaucracy, just improve what is already there, and give it the chance to do what its name says it's there for. If someone is polluting a town and tripling the number of cancer cases, which is already three times too high, give the EPA the authority to shut the polluter down, arrest the officers for murder or attempted murder, and make them pay the medical bills of their victims before seeing the light of day.
