Because they are the ones committing it!

I volunteered for voter protection on a couple of elections while living in Cleveland. It involved sitting in the poll all day. Each time I did it, the republican on the voting staff would be ugly and try stopping my efforts.
Every time they failed to have me removed.

The republicans never offered provisional ballots to anyone who had problems with their registration.
