are included in this. I don't even know if any of this will be in the final plan that is submitted to or passes City Council, which takes Thursday if I remember correctly. So all of this is a bit premature.

My husband is an early morning cyclist. During the decent weather, he'll leave at 5 or 5:30 and ride about 19-20 miles along the lakefront bike path, to avoid the morning traffic (and be done before work). Emanuel himself is a triathlete, though I think he trains mostly on weekends. He swims a mile every day. I can't imagine that they will curtail early morning hours (if at all) in perpetuity. Although, I have to say you'd have to be nuts to want to go into the parks at 4 am.

My assumption was that this was mainly about nobody being able to sleep on the beach all night, but I could be wrong.

ON EDIT: Breaking News: there will be NO fine increases (either minimum or maximum) during the G8-NATO summits; http://www.chicagotribune.com/news/local/breaking/chi-city-hall-backs-off-again-on-fines-for-street-protesters-20120117,0,2868569.story
