There is nothing ambiguous about the wording. In fact, they go out of their way to explain that it doesn't matter if your state allows use of marijuana or not, that it is contrary to Federal laws and disqualifies one from purchasing a firearm.

Even if the question is found to be Unconstitutional, the lie is still illegal.
