There’s an effect called the Kessler Effect, where, space debris can collide with satellites, generating more space debris. This causes a runaway chain reaction that results in a debris prison for humanity, orbiting the earth.

It could render satellite use difficult, if not impossible in the future. It could endanger future space missions and space crews, as space debris can range from giant chunks of metal to millimeter-sized metallic “bullets” that can shoot through human bodies easily.

So, Russia could use this to gain an advantage in war, but, they’re also destroying their own ability to use satellites and conduct space missions in the future. It’s an extremely bad idea to even contemplate - a doomsday-lite device that will destroy modern society.
