As to Ohio - your information is not entirely correct. I normally receive my (Ohio) certification sometime between 8 PM the day before, and 5 AM of, the day of the election. The folks in charge normally decide at the last minute where I'm needed. They can appoint a limited number of rovers. So sometimes I'm tied to a specific precinct (at times as many as a dozen), and sometimes I'm a rover. (As a rover I can go to any precinct at least in my county - I think state-wide since I'm appointed by the Harris/Walz team, but I've never actually been sent beyond my county once early voting has ended. During early voting, I occasionally get sent to 3 different counlies).
