Thats why these agencies keep their most sensitive information on very tightly controlled networks or on air gapped computers. Its the same reason election equipment is not connected to the Internet , and that certified election equipment do not have modems to prevent inadvertent access. All the examples of Chinese hacking were done by gaining access over networks - voting equipment that is not connected to a network has to be physically accessed, and thus you cant compare the two.
Its not that election boards are necessarily better at security than the NSA, only that election best practices ensure that this equipment is air-gapped. Together with stringent physical security, it makes gaining access to voting equipment next to impossible. And given that there are over 3,700 different counties, all of which are independently run, gaining to access to enough voting machines to perpetuate a wide scale fraud is very problematic. And any fraud was to occur, the widespread use of paper ballots and new auditing procedures will reveal it.
