They were prepared for the boiler plate "widespread allegations," (from whom, it's usually unsaid) "concerns" about irregularities. But decisive action to make the vote transparent were very helpful. I have little doubt most Egyptian voters would approve this constitution, but the opposition will take all means to defeat it, regardless of the vote.
