Two and only two.
With that many missing members there would not be a quorum. And even a Joint session cannot be held if there is not a quorum.
So, only 2 Democrats. One to make a 'Quorum Call' and the other to second it.
Let Trump give his mis-be-gotten word salad on the Capitol steps.
