I actually researched this before I did my post... it does not actually have to be an actual 'session' if only because this it is not mandated that he give the report in person.
My thought was to deflate the moment of any pretence of 'Pomp & Circumstance' by pointedly and publicly removing any semblance of a loyal opposition.
