The engineer in me just sees a system out of balance. It is normal for humans to stand with their center of mass over their ankles so that the weight is transferred directly through to the floor. That amount of pronounced leaning just shifts your center of mass out over the balls of your feet and forces your leg and back muscles to work overtime.
If I had to guess, I would say it is just bullshit posturing that has been so engrained in him that it is just his new normal. He probably thinks it makes him look tough like some mob enforcer. Like most things with this guy, it is all for show because such a stance would only be a disadvantage in any real conflict
