1. Who are these goons?

They wear no uniforms, show no names or badges, their vehicles are unmarked, and they wear face masks. They appear to have no training. Oh, but they're heavily armed and running on aggressive cruelty.
Who are they? Who is in charge of them?

These videos are hard to watch, especially because I want to do something to stop these thugs.
