Nearly 42 million Americans will not receive their monthly SNAP benefits on Nov. 1 because of the government shutdown, according to the U.S. Department of Agriculture. The department confirmed that it will not be sending any money to states to fund the Supplemental Nutrition Assistance Program, commonly known as food stamps, as a result of the ongoing stalemate in Congress.

Agriculture Secretary Brooke Rollins began warning that the shutdown could threaten SNAP benefits in mid-October, writing that there were “not enough funds” available to pay for November benefits if a deal wasn’t reached to reopen the government before the end of the month. With only a few days left, there are virtually no signs of progress toward an agreement on Capitol Hill.

Who gets SNAP benefits?

SNAP is designed to support low-income Americans who would otherwise struggle to pay for food, though specific eligibility rules vary from state to state. SNAP recipients are less likely to go hungry than those who don’t get food assistance. The program has also proven to be effective at lifting people out of poverty, USDA data shows.

The majority of SNAP funding goes toward supporting children, through money sent either to kids directly or to their parents. Another large portion goes to elderly people and adults with disabilities. Only 13% of SNAP recipients are adults without children at home, according to USDA data.
