The filibuster only applies to ending debate on a bill.

Once that's done, 50% is all it takes. So 60% can vote to end debate. Doesn't mean 60% vote for the bill.

Are you arguing that minority ideas are not heard and considered in the House? That seems like a bit of a hard sell.

There's a difference between "heard and considered" and "minority veto."
