The choice was to be either the Capital of NYS or to have a prison (from the same article):
"My father-in-law, my deceased wife's old dad from Auburn, New York used to say, 'We made a big mistake,'" Biden recalled. "'We had a choice — I don't know if this is true — we had a choice between the state prison or the canal. We chose the prison."
The Canal wouldn't have been able to pass thru Auburn given the surrounding topography.
