The marathoner who has her hands on her in that original photo is trying to pull Jock Semple (the suit) off of her. Take note of the guy on the far right in the original photo--the one who is looking back at the action:

That was Switzer's boyfriend at the time (Tom Miller), and he's about to head back and take Semple out:
