often finds about half the population misunderstanding or disagreeing with his position and,

often finds as much as 2/3 of Congress disagreeing with him for purely political reasons, and

has to deal with blustering foreign leaders more interested in their domestic politics than our issues

would be best to have abilities at diplomacy and avoid the brash and bluster.
