You bomb the wrong people or innocents, and they get upset. They bomb you because they don't give a shit, since you didn't give a shit, you get angry because the "How dare they!" rule applies, and then you bomb the wrong people or innocents again.

If only the right people get bombed, there is no one to bomb you back!

In the Appalachia, they have the family feudal system, where a family member gets killed a relative exacts revenge. Is it a surprise when people get pissed off their kids get killed for no other reason than excessive and ill-targeted force?
