explain to me why voluntary manslaughter is not the correct charge
A voluntary manslaughter charge might also come about if you use deadly force to protect yourself when, in fact, you misread the situation and deadly force wasn't necessary.

There is not a jury in the world that would convict on the facts of this case ... the rookie cop was drove up to, and deposited to, within a matter of feet of someone, believed to have been armed. Bottom line, juries tend to being sympathetic to fact patterns where making a split second shot/no shot decision ... because unlike, second thinking activists, they tend to understand the price for making the wrong decision is NOT going home to your wife/husband and family. Whether I agree or disagree with the ultimate decision. doesn't change how juries/grand juries think.
another question,can't any citizen go to the grand jury to bring charges?
The short answer is, Yes ... but the real world answer is, No ... this rarely happens, and when it does, it doesn't go anywhere because the citizens have relied on internet law; rather than, real world law.
