1. A 'pre-baked' plan would be great; even a series of key points that must be in any trade agreement.

It may be that they don't believe in international agreements on trade in any form or fashion. Or they may have decided that it is not effective to produce an outline for the key elements of a 'good' trade agreement. I doubt the reason is "they can't expend the money to keep lawyers on retainer". Perhaps there is an existing plan or outline that I have not seen.
