Also, the Homeland Security folks don't want to have to go to court and explain just why they think you're dangerous. That could be, say, because they have a warrant and are listening to your phone calls but think there's a plot in motion and don't want to tip you off; or it could be they are tapping your phone without a warrant and don't want their asses sued. Or it could be they have you mixed up with somebody else and have no reason at all.

All in all, I think there should be some sort of hearing/ review process.
