a connection with "Uncle Joe" that has to be taken into account. Sun City is unincorporated and therefore has no police force (or municipal services of any kind). It has to rely on the sparse deployment of Maricopa County sheriff cars and men.

"Uncle Joe" set up a posse system (like a block watch) whereby resident volunteers patrol the streets and help out at ambulance calls and crowd events in county supplied official cars. Training and equipment is provided. This gives the residents a measure of security they want and like. Keep in mind that seniors feel, and are, especially vulnerable.

They don't know if the next sheriff will keep this system going, but they know "Uncle Joe" will. So, it's not all ideological (although much of it is) but some is self interest and trust.
