This is flying directly against the prevailing thought of doing everything needed to keep seniors in their homes and maintaing active community involvement. I know Pennsylvania has been strongly committed to this initiative.

The ripple effect of having seniors spending more of their limited incomes on needed services ultimately forces them into Medical Assistance programs when it is not necessary. This could easily result in many people who have level of care determinations as nursing facility eligible but have the means to thrive in their homes and communities being driven back into those facilities.
