....is expected to produce just this result. Regardless of Mueller's credibility, the investigation will now leave congress, go behind closed doors, come off the front pages and headlines and Sunday talk shows. It's like a big quieting blanket has been placed over much of it.

I don't know if this is so, but that's what I've read, partly because Special Counsels have lesser powers than an Independent Investigation.
