They're probably city people whose only perception of sea lions has been as playful anthropomorphized creatures that do tricks and clap their fins together to be fed fish. They should have backed up the first time it breached, but it fit with their preconceptions that the seal was just being playful.
Actually, it seemed like when the seal first heard the girl's high pitched squeals is when it oriented back toward them and breached quickly. It appeared to perceive something small and vulnerable enough to be prey.
