(6,324 posts)Castille didn't do things perfectly from the standpoint of what a CCW holder should do when pulled over, but I didn't see anything that should have given the officer any reason to shoot.
The officer shouldn't have said "don't pull it out" if his hands were going for his pockets. He should have commanded him to raise his hands.
"Raise your hands " is a positive command that leaves no room for ambiguity. It's clear and unambiguous.
"Don't pull it out" leaves room for him to still be reaching down to get a wallet or license and the person things he is following commands because he isn't going for the gun, but it looks like it to the officer. It's a bad command and reflects bad training and caused enough confusion to turn this situation bad.
As a CCW holder Castile should have notified the officer he was carrying first and from that point on not made any moves unless instructed to by the officer. That avoids any opportunity for anything you do to be mistaken for a hostile move, and is what I teach in my classes. But his mistakes were minor and while they may have contributed to the outcome it's only because the officer badly botched the encounter, it never should have happened regardless of Castilles movements there.
