It's also a technique Merkel likes to use when "bad actors" in her own sister party, the opposition or elsewhere come up with BS. Like when Erdogan called all (modern-day) Germans Nazis. It would benefit nobody to reply "No, we're not all Nazis", because everyone already knows about that and it would give Erdogan (or Trump, in Obama's case) more reason to go on and on. Sometimes it's hard to take the silence though.
