1. Putin meeting is upcoming, Tillerson still hopes to facilitate oil deals

Although Senate voted to to lift sanctions, House Repubs are stalling and reports have come out that Trump WH is going to offer some concessions to Russia that may help with oil deals.

Also Tillerson was involved in facilitating Saudi/Exxon oil deal that may have not finalized yet. He seems to only have business deals on his agenda in State Dept, and as long as he is in a position to work out some more multi-billion dollar deals that benefit Exxon, he will stay on.
