This meeting happened before Trump's inauguration.

To my knowledge the King of Jordan is an American ally and he's been tight with Obama. So it's possible that he participated in this meeting and didn't know it was illegal. Definitely Kushner, Flynn and Bannon knew because they kept it quiet and never reported it.

Mueller's team is doing a great job hunting all this stuff down.
