30. From a legal perspective it is clearly defined

You're more than welcome to call it an act of terrorism. On the NV state level, what this guy did, does indeed fit into their definition of an act of terror. However, what he did does not fit the federal definition.

The federal government has it clearly defined, especially after 9/11 and the Patriot Act. It is clearly defined because the act allows for the government to deny certain rights. Indefinite detention, without trial or right to counsel namely being the big one.
