The ACA required Congress members and their staffs to obtain insurance through the exchanges, unlike all other Federal employees. Unless I'm mistaken, that rule is still in effect. The only difference is that the government (we the taxpayers) subsidizes a large part of the cost (I'm not sure what percent).
