against the amendment voted for the amendment it would've still failed 51 to 49 and even if it did pass republicans could've just came back and repealed the amendment by a 51 to 49 vote. Democrats who voted nay were probably aware of that so they voted to sink it to take Collins excuse away for voting for the tax bill in hopes of changing her mind into not voting for the bill and if she still votes for it Democrats got plenty of ammunition next time she is up for re-election.
