Can't say I'm surprised.

Prime Minister Rajoy is a living example of the right-wing scam at work: he's been a calamity for the everyday Spaniard, but he's very good at the kind of dog-whistle politics that give the desperate locals that anti-immigrant red meat they want to hear.

A little ego massage, while they're driven to penury and the culprits laugh all the way to the bank. Something we in the U.S. can relate to, sadly.
