20. I doubt something like this was "ordered."

The police in Venezuela (and Brazil and a lot of other Latin American countries with high crime rates) are just thugs. Of course, they do get shot at random just for being police, to have their guns stolen from them, so them being thugs isn't surprising.

Odds are they had "suspicions" that these street kids were gang members (malandros) and they just wanted to dispense with them privately. Unfortunately for them it was recorded. And now they're going to wind up dead in a Venezuelan prison shortly (if they can't pull off a massive bribe and get out of dodge).

Whether mayors or not are aware of this or turn a blind eye to it I can't say for sure, but surely there is talk about this sort of thing happening. But to think as if it is ordered is a mighty big stretch. The risk is too high. The fallout from this is massive enough as it is.
