5. Two competing investigations

State = internal investigation, with its own dog in the hunt, wanting to keep its career people out of this morass that might cost them their jobs.

FBI = criminal probe, no dog in the hunt, no career jobs on the line.

State wants out of this mess. They are deferring to the FBI to take care of business.
