A lot of the heavy lifting wrt. LGBTQ rights was done when he repealed DADT in 2011, and then SCOTUS ruled gay marriage constitutional last year.

Rights for LGBTQ citizens has expanded pretty significantly over Obama's tenure (and thank goodness for Biden's comments back in 2012 that really started to get Obama on that "evolution" train). I think naming a monument in the location of the origin of the gay rights movement in the USA is a lovely punctuation to the work he's done so far.
