Tidal breaking is what is slowing Earth. Interestingly the Moon is also moving away from Earth, so Earth will never be tidaly locked with the Moon. (At least not before the Sun swallows the Earth.)

ETA: I ment the Moon is Tidaly Locked, not the Earth.
