If the 11 most populous states; California, Texas, Florida, New York, Illinois, Pennsylvania, Ohio, Georgia, Michigan, North Carolina and New Jersey were to each pass a law allocating their state's electoral votes to the winner of the national popular vote, the winner of the national popular vote would receive 270 electoral votes and win the election.

There would be nothing the other 39 states could do about it.
