A Senior Apointee in a federal law enforcement agency would have to pass a Level III background investigation, requiring him to certify his finances and give the FBI (contractors) the authority to interview former co-workers and associates. Everything he submits has to be signed by him, under penalty of perjury.
Blowhards like Clarke don't usually fare well during this kind of process.
