although a bunch of them tend to do that (I remember when Arlen Specter used to do it too and would wait until "prime time" to cast his vote for the benefit of the CSPAN2-viewing audience). They will look around and see who else is voting the same way and if there is a chance for passage without them, then they will almost always "go rogue" (because it's meaningless).

That last vote was a unique one given the gravity of it, although the outcome still offered more bang for their buck, but also assured the expectation for them to party-line vote in all other cases to quickly regain GOP street cred.
