The people he's been appointing are wreckers, not builders, and civil servants are generally quite dedicated to their careers and proud of the services they provide. Then you get some asshole appointee in there who is an ideologue who doesn't want to actually govern and lead, but instead wants to destroy what has been built, pull it apart brick by brick, and guess what? Those civil servants will quietly hamper every effort to do that. After all, if you've worked in a system for years, know the good that it does, and believe in what it and you are doing each day, are you going to allow some ignorant asshole (and Trump's appointees are ALL ignorant assholes) rip it down?
