Why are they diverting resources from TSA (*especially* air marshalls) concurrent to provoking Iran (which has a network of sleeper cells at the ready)?

...or did I just answer my question? There was a time I would've thought that NO POTUS would pull an "Operation Northwoods", but could this be leading up to such an event?
