The Russians seem to have this thing about foreign troops massing near their western border. Given 500 years of history, that's certainly understandable. So let's just stay where we are. A nice, middle ground to maintain the status quo. No misunderstandings and no misinterpretations of our intentions. I'd really rather we didn't get into a shooting war with a nuclear power by mistake.
