But they won't separate them.

Those where actual malfeasance is detected. In which case it's likely that the accused didn't do anything wrong.

Those where malfeasance will be alleged and, given the publicity around the officers, juries are less likely to convict. Whether the accused did anything wrong is beside the point.

It's not the facts, it's the odds of a win that matter.
