something that coastal California has yearly. It may impact one area for some time while other areas nearby are fine. And suddenly the winds shift, sparks from flaming debris blow across a canyon and ignite within an adjacent area, and now an area that "wasn't in danger", is on fire.

They don't get that there is no magic isolation shield around them. All it takes is one super-spreader at some big indoor shindig, and it's game on.
