14. The victim had bear mace.

Here is enhanced video of the incident. Both shots came from same gun, the shooter. You can see the mace cloud start when the victim begins to raise his arm, right before the shots. If you listen closely, you can hear the hiss of the mace canister. I am working on enhancing the sound quality to bring up that hiss.
