4. I always feared that some shit like this was going on in Home Owner Associations,

where good ole boy, backwater conversations between the City and Community leaders control every major decision. If you have to induce someone in an Association, and the good buddies control the board, I don't think it's impossible to find paybacks in the way of maintaining private property in return for silence or support.

I wish we could go back to three decades in my Association to see what we would find. I'm pretty damn sure there are text book examples of this kind of bullshit.
